There's almost no tale of kids being cruel to one another that I think could surprise me. Children raised by neglectful and/or abusive parents can be (but aren't necessarily) monsters. I've seen enough of "the school couldn't help," and, "the teachers didn't intervene," that a line like that wouldn't have surprised me. But, the possibility of there still being adult bullies in the classroom ... that's beyond the pale.
