Del. David Englin (D-45th) has patroned legislation that, if it wins passage, would authorize creation of a joint legislative subcommittee – insert punchline if you must – to study the potential revenue impact on state finances by legalizing the use of marijuana and selling it through Virginia’s Department of Alcoholic Beverage Control (ABC) stores.
